Robots increasingly use learned neural network policies rather than deterministic code — their behaviour is probabilistic, not predictable. A system trained through reinforcement learning does not follow a specification; it follows a policy shaped by reward signals and training distributions.

Existing safety standards were designed for machines that do what they are told. They address force limits, emergency stops, and physical safeguards — necessary measures, but ones that assume the machine's intent is known. They do not address systems that learn, adapt, and make decisions in ways their designers cannot fully enumerate.
